NGI team conducts test of motor associated with program's schedule slip, sets up FY-27 qualification round

The Next Generation Interceptor contractor team said it has conducted a ground test of a solid-rocket motor that has bedeviled the homeland missile defense program, contributing to a schedule slip of at least two years during a period in which U.S. Northern Command has voiced growing concern over North Korea's advancing missile arsenal. Lockheed Martin, the NGI prime contractor, said Aug. 10 that the Stage 2 rocket motor completed a static fire test inside a high-vacuum chamber built to replicate low-Earth orbit conditions, checking thrust, chamber pressure and combustion stability under the thermal and pressure stresses expected during an actual interceptor flight. The motor is built by L3Harris Technologies. The test addresses a component that has been a trouble spot for the program. Missile Defense Agency Director Lt. Gen. Heath Collins told Congress in April 2025 that solid-rocket motor manufacturing problems -- along with supply chain disruptions and schedule instability tied to the 2024 down-select to a single vendor -- had forced the agency to re-baseline NGI's development schedule. A year later, Collins told the Senate Armed Services strategic forces subcommittee the program was still "identifying and finding some issues" with the motor, as well as the inertial-measurement unit and some sensors, as it moved from design into manufacturing. Those setbacks pushed NGI's initial operational capability from an aspirational 2027 fielding target to no earlier than 2030. The delay has drawn scrutiny because it extends a gap in relaying on legacy Ground-based Interceptors for homeland missile defense coverage at a moment when NORTHCOM has pressed MDA to accelerate NGI in response to North Korea's expanding capabilities. Today's announced static fire test was an MDA objective for FY-26. It is distinct from -- and a precursor to -- a tougher milestone MDA has set for FY-27: Stage 1 and Stage 2 solid-rocket motor "qualification" static fire tests, a more rigorous round using production-representative hardware that the agency has tied to the program's all-up-round Critical Design Review, scheduled for the end of calendar year 2026. L3Harris provides the primary propulsion and controls systems for NGI, including both the State 1 and Stage 2 advanced large solid-rocket motors that lift the missile as well as the Attitude control System and the Diver and Attitude Control System, which together steer the interceptor to collide with the threat.
